Do they need a MOZA wheelbase?

No. They connect directly to a PC with the included USB-C cable. A MOZA base is only needed as the mount, or use a bracket on a third-party base.

Will they fit my R16?

Only if it has front mounting holes. Older R16 and R21 bases without front slots are not compatible.

Do they work on Xbox?

No. MOZA lists PC.
